WINS was one of 12 projects across Canada to inform Immigration, Refugees and Citizenship Canada (IRCC) about innovative approaches.<\/p>\n\n\n\n<p>Key findings included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Only about 30% of newcomers access settlement services\u2014raising questions about the other 70%.<\/li>\n\n\n\n<li>Significant gaps in housing, employment supports, and translation\/interpretation.<\/li>\n\n\n\n<li>The need for a&nbsp;<strong>collaborative hub model<\/strong>, anchored by the Welcome Centre, to provide a \u201cone-stop shop\u201d for services.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<h3 class=\"wp-block-heading has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-6349398d796abcec40720cd816c24805\">The Welcoming Spaces Report<\/h3>\n\n\n\n<p>The&nbsp;<em><a href=\"http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2025\/08\/Final-Welcoming-Spaces-Report.pdf\">Welcoming Spaces Report<\/a><\/em>&nbsp;was created to help organizations and communities make their spaces more inclusive for newcomers. It introduces a practical self-assessment tool, shares feedback from immigrants, and highlights promising practices to improve access, belonging, and intercultural connection.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"731\" height=\"578\" src=\"http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2025\/08\/Capture-1.png\" alt=\"\" class=\"wp-image-2211\" srcset=\"http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2025\/08\/Capture-1.png 731w, http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2025\/08\/Capture-1-300x237.png 300w\" sizes=\"auto, (max-width: 731px) 100vw, 731px\" \/><\/figure>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-55317a04f20f27c7050caaa796c80685\">Talking Points &#8211; <a href=\"http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2021\/06\/Talking-Points-WINS-LIP.pdf\">Welcoming and Inclusive New West (WINS) Local Immigration Partnership<\/a><\/p>\n\n\n\n<p>In 2021, New Westminster LIP was invited to design a model community-based plan to enhance the community\u2019s capacity to help newcomers find settlement success.<\/p>\n\n\n\n<p>This purely experimental project was one of 12 from across Canada to inform the settlement sector and Immigration Refugees and Citizenship Canada (IRCC) of various community based models.<\/p>\n\n\n\n<p>It began with a comprehensive <a href=\"http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2024\/08\/January-2023_Environmental-Scan-New-Westminster-Final-Report-Navigating-the-Newcomer-Maze-1.pdf\">Environmental Scan<\/a> of resources available to newcomers in the community. Two hundred and eleven local <a href=\"http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2024\/08\/January-2023_Environmental-Scan-List-Agencies.pdf\">services and programs<\/a> were analyzed to identify gaps and unmet needs, and became the baseline for the development of the model. This exposed where local services were strong, and where support was lacking. &nbsp;For example, interviews with newcomers found:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Inadequate awareness about settlement services<\/li>\n\n\n\n<li>Critical gaps around housing<\/li>\n\n\n\n<li>Employment barriers, including recognition of credentials<\/li>\n\n\n\n<li>Lack of translation and interpretation services<\/li>\n\n\n\n<li>Highly skilled workers need more supports<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"413\" height=\"358\" src=\"http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2025\/08\/talkingpoints.png\" alt=\"\" class=\"wp-image-2214\" srcset=\"http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2025\/08\/talkingpoints.png 413w, http:\/\/www.wins-lip.ca\/wp-content\/uploads\/2025\/08\/talkingpoints-300x260.png 300w\" sizes=\"auto, (max-width: 413px) 100vw, 413px\" \/><\/figure>\n<\/div>\n\n\n<p>Some of the thoughts from stakeholders from a series of discussions and workshops about the present settlement model:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>About 30% of newcomers are accessing settlement services, where are the other 70%?<\/li>\n\n\n\n<li>Critically need a \u201cone-stop shop\u201d and a \u201csuite of services\u201d for the whole sector<\/li>\n\n\n\n<li>Greater relationship building with faith-based organizations and cultural organizations<\/li>\n\n\n\n<li>More institutional connections amongst settlement and non-settlement agencies<\/li>\n\n\n\n<li>There is a \u201cconnection gap\u201d between newcomers\u2019 knowledge and the offering of settlement programming<\/li>\n\n\n\n<li>Present funding model is very competitive and needs to change to a more \u201cnon-competitive model\u201d involving non-bias and transparency approaches.<\/li>\n\n\n\n<li>With knowledge of \u201cpolitics behind the scenes\u201d, there is a need to de-politicize governance groups\/structures<\/li>\n\n\n\n<li>Structural change needed in reporting to measure collaboration amongst agencies and the newcomer community<\/li>\n\n\n\n<li>Complementary does not always equate to duplication; it can also equate to choice<\/li>\n<\/ul>\n\n\n\n<p>A request that the Welcome Centre be included in the model eventually became the Hub around which the model revolved. The Welcome Centre was given the role as a core service, and a collaborative hub model was developed.
